Treasure numbers confound Park City panel

The Park City Planning Commission, continuing to consider the critical question of the square footage sought by the Treasure development partnership, did not appear to be close to making a determination at a meeting on Wednesday night as wide-ranging numbers were mentioned but not agreed upon.

The eventual decision regarding square footage will be one of the most important made by the panel since the number will heavily influence other Treasure discussions, such as those focused on traffic and building designs. The Treasure partnership seeks an approval for just more than 1 million square feet of development. That figure, though, has been challenged for years as critics argue that a 1980s overall approval granted for development on the Treasure land and nearby parcels did not envision a project of the size that the partnership wants approved.

The Planning Commission on Wednesday night was not prepared to make a decision on square footage, and not all the panelists offered detailed numbers. The two Planning Commissioners who provided potential square footages indicated the number could be less than the just more than 1 million square feet claimed by the Treasure partnership, which consists of the Sweeney family – the historic owner of the property – and a firm called Park City II, LLC.

Douglas Thimm, a Planning Commissioner, mentioned a square footage of perhaps 897,491 or 979,314. Laura Suesser, another Planning Commissioner, though, pegged the possible number at approximately 628,000. Suesser questioned the Treasure side’s calculations of a square-footage category that involves space needed to operate a high-end lodging property, known as support commercial. That category of square footage has been repeatedly challenged by critics of Treasure.

As Treasure looms, is it time for homeowners to sell in Old Town?

A real estate agent who works extensively on Old Town last summer sent a letter to homeowners on Empire Avenue mentioning the controversial Treasure development proposal as one of the reasons that the timing might be right to put a house on the market.

Empire Avenue is one of the streets closest to the Treasure site and is among the roads expected to be heavily impacted by traffic from the project. People who live on roads like Empire Avenue and Lowell Avenue formed the early core of the Treasure opposition, and the concerns about Treasure seem to be especially pronounced on those streets.

The letter, signed by Summit Sotheby’s International Realty agent Sean Matyja, is not dated. The one-page letter, addressed to “Empire Avenue Homeowner,” says it is an “opportune time to sell a home in Old Town.” The letter reviews the number of listings in Old Town and pricing data from pending and closed sales. It also covers an increase in prices in Old Town, quoting Park City Board of Realtors statistics.

“Old Town has enjoyed an accelerated growth in value over the last few years, and the big question now is do we still have room to grow or are we at a new peak,” the letter says. “With the impactful Treasure project back in the news, uncertainty in international economies, and a presidential election coming to an end this fall, this summer may be an opportune time to sell.”

The Treasure developers received a pummeling on Wednesday night, one of the worst in the decade-plus that the polarizing project has been under review, as members of a City Hall panel and a broad lineup of critics seized on numerous issues during an especially pointed meeting.

It was by a wide margin the most intense Park City Planning Commission meeting about Treasure since talks restarted earlier in the summer. The Wednesday meeting also seemed to outdo in its intensity many of the earlier gatherings about Treasure prior to a hiatus that lasted upward of six years before the sides re-engaged in June.

The Treasure developers — a partnership of the Sweeney family, which is the historic landowner, and a firm called Park City II, LLC — want the Planning Commission to approve a project encompassing approximately 1 million square feet of residences, commercial space and meeting space on a hillside overlooking Old Town close to the route of the Town Lift. The developers in the 1980s secured an overall approval for a project on the Treasure land and nearby parcels and are now seeking another necessary permit.

Treasure development: ‘Just say No’

51749-treasuremeetinggo~p1-1240x827The Treasure partnership appeared before the Park City Planning Commission on Wednesday evening, listening to another round of criticism that included an especially pointed statement by a panel member, as the contentious discussions about the project continued.

The meeting, held at the Santy Auditorium at the Park City Library to accommodate the crowd, was the second in what is expected to be a series of monthly discussions about Treasure, which returned to the Planning Commission earlier in the summer after a lengthy hiatus.

The Planning Commission and the Treasure side focused on the square footage of the project, a critical issue that separates Park City officials and the developers. The Sweeney family in the 1980s won an overall approval for development at the Treasure site and nearby parcels of land, but Treasure critics have long disputed the just more than 1 million square feet that is sought. The project is now under the ownership of a partnership involving the Sweeney family and firm called Park City II, LLC. The Treasure land is located on a hillside overlooking Old Town along the route of the Town Lift.

Treasure talks relaunch as deep divide persists in Park City

Developers poised to return with controversial hillside project

The Treasure partnership is set to restart its talks with the Park City Planning Commission on Wednesday, the first in what is expected to be a series of meetings about the development proposal that will almost certainly personify a deep divide between the partnership, panel members and the neighborhood that has persisted for more than a decade.

The developers in the spring of 2004 engaged the Planning Commission with Treasure. The project is envisioned as approximately 1 million square feet of residences, commercial space and additional space needed to operate a major lodging property. The land is on a hillside overlooking Old Town along the route of the Town Lift. The Sweeney family in the 1980s secured development rights on the Treasure acreage and nearby parcels of land in a broad agreement with the Park City leadership at the time, opting to locate the development toward the base of the hillside rather than on the hillside itself. The acreage is now held by an equal partnership of the Sweeney family and a firm called Park City II, LLC. The Sweeney family, the traditional owner of the land, has largely represented the project publicly.

Over the course of the 12 years since the spring of 2004, the talks have started and stopped several times as the project was redesigned or as Park City leaders unsuccessfully attempted to reach a conservation deal involving the acreage.

Treasure Mountain: Pros & Cons

The controversial Treasure Mountain Project is back on Park City’s Planning Commission agenda after a nearly six year hiatus.   Pat Sweeney, one of the three brothers who own half the development, says the project hit every target Park City Council set for the development, and “not just the target, but the bullseye.”   He says the project will be 150,000 sq ft of development above ground on a five million sq ft property, so there will be plenty of “honest to goodness” open space on the land above Old Town.   However, Brian Van Hecke, with the opposition group THINC Park City, says the “huge, massive” development will significantly change the look and feel of historic Old Town Park City forever.  Both men recently appeared on The Local News Hour with Leslie Thatcher.  You can hear their interviews below:

Treasure opposition sees a ‘giant Emerald City’ above Old Town

The Treasure partnership has returned to City Hall.  The Treasure opposition also intends to return.

Treasure over the past decade became the most polarizing development proposal in Park City since the 1990s-era discussions about the project that was built as Empire Pass. After a hiatus that lasted upward of six years, the Treasure partnership recently indicated it wanted to re-engage the Park City Planning Commission with the project and has outlined a timeline toward a desired panel vote in September.

The partnership will return to the Planning Commission with the same project designs as the ones under consideration previously. There were concerns in the neighborhood and among some of the Planning Commissioners at the time about the proposal.

The Treasure opposition group quickly indicated it remains concerned with the project. The group, known as the Treasure Hill Impact Neighborhood Coalition, or THINC, has a core group of members who live close to the project site and has long said people from outside the neighborhood are also involved. The group formed during the earlier round of discussions about Treasure, attending meetings and operating a website. There was little public activity by the group during the lengthy hiatus in the Treasure talks.

Treasure developers return to Park City after lengthy hiatus

City Hall pledges a ‘fair review’ of the long-disputed proposal

The Treasure partnership has formally asked City Hall to restart its discussions about the controversial project after a hiatus that has stretched for upward of six years, a move that will rattle both supporters and opponents at a moment when there is not another overriding development dispute in Park City to diffuse the attention.

Pat Sweeney, who represents his family’s side of the partnership, sent a letter to City Hall on Friday requesting that Treasure be brought back to the Park City Planning Commission.

The letter, addressed to Planning Director Bruce Erickson, indicates the partnership will proceed with the development application that was under consideration last in 2010. The application itself dates to early 2004. The letter outlines a schedule of meetings starting as early as April 27 and ending with a Planning Commission vote on Sept. 28. The panel is not bound by the schedule.

“It feels right. We’ve looked at alternatives, we talked at length with the city,” Sweeney said in an interview, adding, “It’s time to get on with it. It just is.”
